Kecleon cannot be found normally in any dungeon. If the player tries to steal from a Kecleon Shop, all of the roaming Pokémon on that floor will turn into Kecleon that hunt down the player and spawn until they reach the next floor. These Kecleon have a Recruitment Rate of -49.5%.
